The universal service provider is subject to a number of tariff obligations. These tariffs have to be affordable, cost-oriented, transparent, non-discriminatory and identical throughout the entire territory. bpost has been initially designated by law as universal service provider until 31 December 2018. Since 1 January 2019, bpost continues to provide the universal service on the basis of a management contract concluded with the State for a period of five years, i.e. until 31 December 2023.

BIPT monitors these and other obligations the universal service provider has to meet.
