This report analyses the incident that occurred on the Proximus network on 5 April 2019.
Due to a failure of an essential network element, communication between the fixed Proximus network and other networks was temporarily impossible.
As a result, the emergency services were only available to a limited extent during the incident as well.
This analysis regards the legal framework, the real-time handling of the incident as well as the underlying technical cause.
Already during the period following the incident different steps were taken to avoid similar events from occurring.
These are also described in this report. Finally, this report formulates a number of suggestions for recommendations and Proximus’s corresponding reaction.
