Various operators (and third parties) offer speed tests to measure the actual speed of your mobile internet. A few examples:

• Telenet speed test
• Proximus speed test
• Orange speed test
• Speedtest.net 
• Testachats speed test

Moreover, the mobile app of many operators also provides a speed test.

In case your mobile internet speed is too low, it is important to gather evidence that is as accurate as possible. We therefore recommend to make screenshots of all measurements, and to save them, together with the date and time of each measurement. 

The following conditions have a positive effect on the accuracy of the measurements:

1. Always use the same speed test (in order to avoid divergent results).
2. Close all other apps on the measuring device (your smartphone). Since your apps use a certain amount of your available capacity, they can influence the measurement results.
3. Measure your mobile speed over a longer period of time, multiple times a day and at various times. This will allow you to demonstrate that your speed is often or continually too low.

Do take into account, however, that the following elements can influence your actual speed:

• the age of your device
• your location 
• the building’s insulation level
• etc.

The mobile network coverage maps that the BIPT publishes on its Data Portal (“Mobile Atlas”), show the objective signal strength level per technology and per operator. Please note that the maps show a general mobile coverage overview. They offer no systematic guarantee for individual user experiences.

In case of continuous or regular significant differences between the actual speeds and the speeds in the contract, these are the steps you can take:

1. 1.    First, reach out to your mobile operator. They are required to take actions in order to attain the levels advertised. Secondly, if these actions do not solve the problem, you are entitled to other contractual remedial measures, such as compensation for the damage and/or the dissolution of the contract.
2. Should the solution of the operator prove to be unsatisfactory, you can also contact the Office of the Ombudsman for Telecommunications, which will mediate free of charge in order to reach an amicable settlement of the dispute.
3. In a third instance (or immediately, after serving notice upon the operator), the court can issue a binding ruling on the non-compliance with the contract.
    

First, please have a look at the speed mentioned in your contract.

Mobile operators are required to mention the following information in their contracts:

• Estimated maximum upload and download speeds: these are the speeds users can expect at certain places of the territory covered, in realistic circumstances. The actual speeds may be lower than the maximum values due to environmental factors (e.g. network saturation, physical obstructions), and subscription and/or mobile device limitations.
• Advertised upload and download speeds: these are the speeds that can be achieved in realistic circumstances./user conditions.
• Download volume of the subscription.
   

An application form is available. The aeronautical certificate is offered with charge: €7,91 to pay on the account of BIPT: IBAN BE68 6791 7078 1634 (BIC : GEBABEBB).

Do not forget to sign your form!

You must enclose:

• the original copy of the certificate of achievement of the exam, issued by the FPS Mobility and Transport or by the competence centre of the aviation unit;
• the copy of the proof of the payment of €7,91;
• a recent passport photograph;
• a copy of both sides of the identity card.

Please note that the ATCO (Air Traffic Control) licence does not entitle to the operator’s certificate – it is essential that you provide the certificate of achievement of the FPS examination. If you do not have that certificate anymore, you can ask an equivalent document to the FPS. A copy of your PPL, ATPL... does not entitle to the operator’s licence. The ELP is not sufficient either.

You can use the form.  Each application for a station authorisation (including a fixed, a mobile and a portable station) entails an application fee of €63,30 except for a station without an operator, for which it amounts to €126,61. A yearly fee of €63,30 is also charged for each type of station.  You can also apply for an additional station authorisation at the same price.

Except for the automatic packet reporting system (APRS), the application can not relate to a radio amateur station without an operator which is a fixed station ensuring the retransmission of a received signal or transmitting a continuous signal, without the physical presence of a user.
