The indicators present in this observatory aim at providing a representation of the market structure intended for all the stakeholders of the postal sector (senders, addressees, operators, various intermediate players, etc.). These indicators allow approaching the market on supply side, the evolution of the universal service provider activity and its competitors, as well as the results of the postal activity in Belgium in terms of quality of service and innovation for the users of these services.The observatory reveals that the postal market grew by 5% in 2018.The parcel and express segment even grew by 12.3%. This results in the need for all postal operators to have a wide postal points network.

Annual report on the monitoring of net neutrality in Belgium 2018-2019

The BIPT is publishing the third annual report on the monitoring of net neutrality in Belgium. Some highlights: This past year the BIPT rolled out important projects regarding the measurement of the quality of experience of the Internet access service. For example, the BIPT launched a crowdsourcing application that allows to measure the quality of experience in the field by way of the users. The BIPT also published on its new data portal www.bipt-data.be the results of drive tests carried out with BIPT measuring vehicles. Zero-rating was mainly monitored in the period from 01 May 2018 to 30 April 2019, generally without there appearing to be a reason for intervention. There were two cases (zero-rating with Epic and during Belgian Red Devils matches during the 2018 WC) that the BIPT thought it was necessary to intervene, both times with regard to Proximus. No cases of blocking services or applications in the network have been found. As for end-users’ choic the mobile data volumes included in the ISP offers have again increased, in order to set off the increasing mobile data traffic.

BIPT has been tasked by the legislator with the monitoring of the compliance with several obligations imposed on bpost. In this respect, a monitoring was carried out in May 2018 concerning a selection of services of general economic interest for which bpost receives compensation within the framework of the 6th management contract concluded between the Belgian State and bpost. BIPT has verified 20% of all the post offices and postal points.

In accordance with postal regulation BIPT audits the internal and external monitoring systems used to measure the delivery times for services included in the small users basket. The conclusion of the audit is that for certain aspects the bpost processes do not fully comply with the requirements set in the European standards. For each of the findings BIPT has asked bpost to draw up in the short term an action plan to take corrective measures. BIPT will monitor bpost’s action plan regarding the audit findings and if necessary contract out a follow-up audit to supervise the correct implementation of the action plan.
