This decision aims at the implementation of Article 13 of the Royal Decree regarding the analytic accounting of the universal postal service provider of 25 April 2014. In this context, each year, the universal service provider has to provide BIPT with a list of his products and services as well as the classification according to their nature, into universal, public or commercial products or services. This classification is submitted to BIPT's approval. BIPT then communicates this approval to the audit commissioner (in this case, the Supervisory Board).

This decision regards the implementation of Articles 32 and 34, 2°, of the Royal Decree implementing Title IV (Reform of the Postal Authority) of the Act of 21 March 1991, i.e. the monitoring and publication of delivery times for the five following services included in the small users basket: - domestic priority single piece mail; - domestic non priority single piece mail; - domestic single piece registered items; - domestic single piece parcels; - incoming cross-border priority single piece letter post.

This decision aims at monitoring the compliance with the rules regarding the calculations of the tariff increases for bpost's individual full tariffs for 2016. Full tariffs are tariffs for products destined for private users (or business users who would not benefit from discount rates for the deposit of bulk products). Full tariffs do not vary according to the volume deposited or the preparation of postal items. This monitoring takes place by virtue of Article 144ter of the Act of 21 March 1991 on the reform of certain economic public companies as well as Articles 29, 31 and 32 of the Royal Decree of 11 January 2006 implementing Title IV (Reform of the Postal Authorities) of the Act of 21 March 1991 on the reform of certain economic public companies.

This decision aims at imposing upon operators providing fixed and mobile electronic communications services, the obligation to publish certain quality indicators on their own websites. BIPT has selected nine quality indicators that seem especially useful and relevant in its opinion. The indicators aimed at regard the following domains: installation time, failures and malfunctions, customer services performance, complaints on invoices, mobile networks coverage degree. Based on the indicators measured by the operators, BIPT will publish a quality barometer online enabling an easy comparison between the different aspects regarding quality. The barometer will come online on 1 July 2016.
