This decision specifies the conditions under which an alternative operator can install its own equipment at users’ premises connected to the VDSL2 network of Belgacom. This decision gives more opportunities to the alternative operator to differentiate its services from those of Belgacom and makes it possible for the operator to choose the provider of its equipment.

It concludes that cable-operators Numericable, Brutélé and Telenet have significant market power and imposes a series of obligations on them, in particular the obligation to open their networks to competing operators.
