Brussels, 30 April 2015 - The Belgian and Luxembourg telecoms regulators BIPT and ILR (Institut Luxembourgeois de Régulation) have concluded an agreement that makes it possible to link a Belgian mobile number to a Luxembourg network, while these are in principle nationally segmented.This way, a Luxembourg operator will soon commercialise mobile calling, texting and surfing in Belgium at the same rate on both sides of the border.

This document has been drawn up in order to serve as a basis to the Belgian Institute for Postal Services and Telecommunications (BIPT) within the framework of the assessment of the possibility to create common receiving and network equipment for DSL operators' and cable operators' television services.

Communication to the sector in order to give the necessary visibility to BIPT's activities during the coming 2 to 5 years regarding the spectrum for public mobile services.

Changing fixed telecom operators is not as simple as changing mobile operators. To render the process of changing operators more smoothly in the future, BIPT identified the obstacles consumers may encounter and lists a series of suggestions to facilitate the process. Today, BIPT has submitted its analysis to the Minister of Digital Agenda and Telecom Alexander De Croo. BIPT feels for instance that there should be a simple, predictable, fast and synchronised process obliging the new operator to transfer all services provided by a fixed telecom operator within a given term. The operators should inform the consumer more accurately about the steps to be taken. Other additional obstacles have also been identified, such as the difficulty to compare offers, the financial costs of a transfer and the intervention of a technician at home.

To render the process of changing ofixed telecom perators more smoothly, BIPT identified the obstacles consumers may encounter and lists a series of suggestions to facilitate the process.

On 5 May 2014 Belgacom transmitted a proposal to BIPT regarding the adaptation of the BRUO, BROBA and WAB VDSL2 reference offers, in short BRxx, in relation to the process of splicing, the repair process and the calculation of the SLA XML Done Timer. In that new proposal Belgacom introduces the following amendments: It introduces, in conformity with the BIPT Council Decision of 10 December 2013 (BRxx 2012 decision) a service guarantee (SLA) as well as a compensation for the splicing interventions carried out following a defect found in the Belgacom network. Belgacom also wishes to introduce a new element of compensation through this proposal, namely the invoicing of fruitless trips of technicians in the context of the repair process. Finally Belgacom wishes to adapt the SLA XML Done Timer in order to no longer take into account the Certified Technicians orders, in short CT. The suggestions to adapt the aforementioned BRxx offers are the subject of this draft decision.

This decision concerns an addendum to the BROTSoLL reference offer of Proximus in order to include the tariffs for next generation leased lines (NGLL).
