BIPT draft guidelines - Principles to be applied for margin squeeze tests (second consultation round)
Publications › Consultation -
02/03/2016
Margin squeezes (also called "price squeezes") may occur if a vertically integrated operator sets a margin between the price of its wholesale services and the price of its retail services that is insufficient to cover the costs specific to the retail market. In 2007 BIPT adopted guidelines concerning the assessment of margin squeezes. BIPT wishes to adopt new guidelines in the light of the developments that have since occurred in this field. With this goal in mind, on 4 December 2015, BIPT launched a consultation on a draft of new guidelines as well as two corresponding spreadsheets in Excel format, developed in order to detect a possible margin squeeze for retail services provided to residential customers and small business users based on BROBA and WBA VDSL2 (Shared VLAN) as well as multicast. We are now proceeding to a second consultation round relating to the spreadsheet that was specifically developed for retail services provided on the basis of cable access. This consultation relates to the following documents: A spreadsheet in Excel format, developed to detect any margin squeezes practiced by SMP operators. The version presented entails the spreadsheet for retail services based on cable access. A manual is also available. Deadline: until 15 April 2016 Address: consultation.sg@bipt.be Ref. : CONSULT-2016-A5 Contact person: Tom Van Landeghem, Advisor (02 226 89 40)

BIPT Council Decision of 12 February 2016 regarding the listing and classification of products and services provided by the universal service provider for the year 2014.
Publications › Decision -
23/02/2016
This decision aims at the implementation of Article 13 of the Royal Decree regarding the analytic accounting of the universal postal service provider of 25 April 2014. In this context, each year, the universal service provider has to provide BIPT with a list of his products and services as well as the classification according to their nature, into universal, public or commercial products or services. This classification is submitted to BIPT's approval. BIPT then communicates this approval to the audit commissioner (in this case, the Supervisory Board).
