This decision relates to the monitoring of compliance with the rules regarding the calculation of tariff increases for bpost's single-piece rates for 2019. Single-piece rates are tariffs for products destined for private users (or business users who would not benefit from discount rates for the deposit of bulk products). Single-piece rates do not vary according to the volume deposited or the preparation of the postal items. This monitoring takes place in accordance with Article 18 of the Act of 26 January 2018.

Pursuant to Article 14, §1, 3°, of the Act of 17 January 2003 on the status of the regulator of the Belgian postal and telecommunications sectors, BIPT monitored the compliance of TBC-Post with its licence conditions after five years of activity. This control showed that TBC-Post fulfils the obligations related to its licence.

This decision aims at the implementation of Article 13 of the Royal Decree regarding the analytic accounting of the universal postal service provider of 25 April 2014. In this context, each year, the universal service provider has to provide BIPT with a list of his products and services as well as the classification according to their nature, into universal, public or commercial products or services. This classification is submitted to BIPT's approval. BIPT then communicates this approval to the audit commissioner (in this case, the Supervisory Board).
