In order to get a clear insight into the situation of e-commerce in Belgium, BIPT has entrusted KPMG with a study aiming at mapping out the possible obstacles to the growth of e-commerce as regards parcel delivery. On the basis of existing studies, a survey specifically created for the occasion, and a public consultation, KPMG has identified the following three obstacles to the growth of e-commerce: the lack of transparency as far as the delivery offer and customs charges are concerned; the Belgian legislation, which is insufficiently adapted to e-commerce, and a lack of responsiveness to consumer expectations. The study also offers 7 recommendations to boost e-commerce in Belgium.
