This decision replaces the Decision of the BIPT Council of 4 September 2012 amending the decision of the BIPT Council of 6 September 2011 on the determination of the numbering plan for M2M communication. First of all the perimeter of services using national E.164 077 phone numbers (i.e. M2M services) is extended to eCall. Furthermore it is clarified that it also allowed to use 077 numbers in combination with IoT communications to establish voice communications to a limited number of predefined connections.
Opinion of 12 January 2018 regarding the recommendations from the KPMG e-commerce study

On 13 June 2017 BIPT published the KPMG study on the Belgian market for parcel delivery in the context of e-commerce activities. In this study 7 recommendations have been formulated. On 5, 21 and 22 September 2017 BIPT organised three workshops in order to obtain the stakeholder’s first reactions to the study’s findings and recommendations. Following these workshops and the ensuing useful exchanges, BIPT has drafted the current opinion containing lines of reasoning regarding possible actions implementing the recommendations.

BIPT observes that Telenet violates the legislation as certain Wi-Fi modems have a radiated power that is too high and imposes a deadline upon Telenet to put an end to that violation. This version of the decision is the full version, which in consultation with Telenet replaces the version published on 20 December 2017, in which certain elements have been removed at the request of Telenet.

BIPT worked on the harmonisation of profiles used in the context of both studies, while ensuring consistency - in relation to the reality of the Belgian residential telecommunications market - and in relation to the neighbouring countries. Given the observed development in the telecommunications market since the launch of this type of studies, we have reduced the number of standalone profiles and considerably increased the number of “packs” type profiles. In order to be fully consistent and totally transparent, we also wish to know the sector’s point of view concerning these various profiles.

Mobile communications are gaining ground compared to fixed communications, so that the number of users calling or using the Internet with mobile equipment from inside their houses is growing steadily. In order to improve mobile indoor coverage, users can themselves take a number of steps. One of those possible measures a user can take, is to install fixed directional aerials outside the house. This decision describes the technical characteristics for those directional aerials.
