In this decision, the BIPT Council imposes a fine of EUR 9 840 on Postalia Belgium, operating under the trade name EasyPost, for non-compliance with the notification obligation for providers of parcel delivery services.
Article 6/1 of the Act of 26 January 2018 on postal services stipulates that the provision of a parcel delivery service in Belgium may only start after notification thereof has been made to the BIPT.
The BIPT finds that Postalia Belgium provides parcel delivery services in Belgium and is therefore subject to this notification obligation.
The fact that Postalia Belgium relies on subcontractors for the physical execution of part of the delivery does not affect its capacity as a provider of parcel delivery services.
Postalia Belgium only completed its notification on 20 February 2026, whereas the notification obligation had been applicable since 1 May 2024.
The BIPT therefore finds an infringement of Article 6/1 of the Postal Act and imposes an administrative fine of EUR 9 840.
