The annual operational plan translates the strategic goals from the strategic plan into operational goals by means of cards interpreting the strategic goal per strategic axis.

As an independent agency, BIPT is of course accountable for its activities. Each year, in its annual report, BIPT gives an account of its activities of the past year. Every three years, the BIPT Council draws up a strategic plan, the final version of which is submitted to the Chamber of Representatives.

The contract consists of measuring the radio coverage of the Belgian railways by the four mobile network operators and Infrabel.

Pursuant to Article 103 of the Act of 13 June 2005 on electronic communications, the BIPT is responsible for the monitoring of the execution of the universal service and shall submit an annual report to the Minister regarding possible adjustments to the universal service obligations.
