The obligation to set up a cost accounting system aims to ensure that operators with significant market power apply fair, objective and transparent criteria to allocate their costs between the services they provide. The cost accounting system helps to verify compliance with price control obligations, particularly the cost orientation of prices.

This opinion is given in the context of a question from the Chamber of Representatives concerning a bill amending the Civil Code and the gas and electricity legislation as regards the limitation period applicable to debts related to the supply of water, gas, electricity or electronic communications services, pursuant to Article 14, paragraph 1, 1°, of the Act of 17 January 2003 on the status of the regulator of the Belgian postal and telecommunications sectors.
