Article 10 of the Gigabit Infrastructure Act (GIA, EU 2024/1309) stipulates that all newly constructed buildings and buildings undergoing major renovation works must be equipped with fibre-ready in-building physical infrastructure and in-building fibre wiring, and additionally, in the case of multi-dwelling buildings, with an access point.

This obligation aims to prepare buildings for fibre connectivity, thereby facilitating and incentivising the deployment of gigabit networks in Europe. In the context of the implementation of this article, BIPT has composed a Royal Decree proposal aimed at laying down the technical specifications mentioned in Article 10 §4 of the GIA.

These technical specifications include the minimum requirements for physical in-building infrastructure to install telecommunications networks in (e.g. cable ducts), for the associated in-building fibre wiring and for the access point and entry infrastructure of a building.

This Royal Decree proposal is a revised version of the Royal Decree drafts that were already consulted from 16 July to 22 September 2025 and from 20 January to 9 February 2026.
