In this tenth annual report, the BIPT describes all the activities it has undertaken during the period from 1 May 2025 to 30 April 2026 inclusive in the context of net neutrality.
Overall, the BIPT considers that there is so far no major reason for concern in Belgium as to access to an open internet, even though a number of specific points warrant attention:
- No cases of inadmissible blocking of services or applications have been identified on the network.
- Although end users have been able to use their own modem since 1 November 2024, it appears in practice that a number of issues are arising that may undermine the effective implementation of free modem choice by end users.
- Individual complaints about poor internet connectivity can be considered as an indicator of network performance as perceived at a given location. These complaints will be taken into account as part of the general monitoring of networks.
