Exclusions to the licensing requirement

Postal services excluded from the universal service do not require to obtaining a licence from BIPT. This is the case for instance, with letter post weighing more than 2 kg and express services.

Do not require a licence: postal items other than letter post, such as parcels, books, catalogues, newspapers and periodicals, pure transport services and routing activities carried out by a natural or legal person by order of a sender.

Routing consists of the activities related to the packaging of postal items, in accordance with the postal service provider’s standards, and possibly combined with other activities related to the preparation of postal items such as the packing, printing, or postage of postal items.
