As an administrative authority, the Council has an obligation to motivate formally its actions while observing the confidentiality of certain information of trade secret.
The files treated by the departments and according to which the Council takes its decisions are submitted to legislative provisions on the publicity of administrative acts.
In addition, the incorporating act of the Institute gives every person who is directly and personally involved in a decision of the Council the right to a prior hearing.
