The Council is composed of four members, i.e. one chairman and three are ordinary members. They are appointed by the King for a six-year term on the minister’s proposal and by a decree deliberated in the Council of Ministers. The Council members work full time.

On 9 October 2009, the King appointed :

  • Mr. Luc Hindryckx, as chairman of the Council (Fr) ;
  • Mr. Charles Cuvelliez, as member of the Council (Fr) ;
  • Mrs Catherine Rutten, as member of the Council (Du) ;
  • Mr. Axel Desmedt, as member of the Council (Du).

The Council became operational on 23 November 2009.

Composition of the Council

1. Luc Hindryckx (1967) has been appointed Chairman of the BIPT Council in 2009.
Industrial engineer and holder of a MBA degree in General International Management at the Vlerick Leuven Gent Management School, he starts his career in 1991 at a telecommunications manufacturer as a development engineer. Later he is put in charge of the sales department for Benelux.
In 1996 he joins Global One where he is among others responsible for the Regulatory Affairs for Benelux.
In 2000 he joins Telenet to head the operators’ section. He is then responsible for different areas as corporate market strategy and interconnection.
From 2008 onwards he works on several projects as an independent consultant in the telecommunications and media sector.

2. Dr eng Charles Cuvelliez (1967) is a civil engineer and holds a Ph D from the Polytechnic School (Free University of Brussels, ULB). He has a Master’s degree in Operational Research (degree of complementary studies 2 - Institute for Statistics, ULB) and also holds two additional specialised degrees in Applied Sciences (degree of continued studies) and in Telecommunications (degree of specialised studies).
He started his career in the industrial sector (Solvay) and focused on telecommunications from 1997 onwards.He has worked for different major national and international groups: Belgacom, France Telecom (through its subsidiary Mobistar and the international branch Orange Business Services) and KPN Orange.He has carried out different functions in the fields of interconnection, wholesale/carrier, strategy and product development.
Between 2004 and 2009 he worked for Orange Business Services (formerly Equant), within the IP Advanced Services Department, with a view to developing a programme and a portfolio of mobile products and services for multinationals.
In addition Charles Cuvelliez is a member of the ULB’s scientific body and he teaches at the ULB (Polytechnic School).
In 2009 Charles Cuvelliez was elected as a member of the BIPT Council.

3. Catherine Rutten (1969) was appointed as a Member of the BIPT Council in 2003 for a six-year term. In 2009  she has been reappointed for another six-year term.
She received her law degree from the University of Leuven (Belgium) (1992) and holds  an  LL.M. (1993) in European Law from the College of Europe (Bruges) and a LL.M. (1994) in Intellectual Property Law from the London School of Economics.
She began her career in 1994 as a lawyer at the Brussels Bar, advising clients on media, telecommunications, IP/IT and commercial law at Loeff Claeys Verbeke.
In 1997 she joined BT where she was in charge of regulatory affairs in Belgium and Luxembourg and member of  the Management Team.

4. Axel Desmedt (1971) holds a Master’s degree in Law from the Free University of Brussels as well as an LL M degree from the University of Michigan (Ann Arbor, USA) where he specialised in international commercial law.
Following his law degree he pleaded at the Bar for eight years, working respectively for the offices Stibbe (at the EU/WTO Department) and WilmerHale (at the “Competition”, “Trade” and “Communication” Departments). As such he advised and represented clients from the postal and telecommunications sectors (regarding both regulatory and commercial projects). Moreover, from 2002 until 2006, he was regularly called in for in-house secondment by Mobistar and France Telecom/Orange.
From 2006 until 2009, Mr Desmedt worked for France Telecom/Orange as a senior legal counsellor at the Roaming & International Interconnection Department, and subsequently as Deputy Director of the Permanent Representation to the EU at France Telecom/Orange.
In 2009 Mr Desmedt was appointed as a member of the BIPT Council.
