European Committee for Postal Regulation (CERP)

CERP is part of the CEPT (European Conference of Postal and Telecommunications Administrations). The European Committee for Postal Regulation (CERP) is composed of the representatives of the postal regulatory authorities of the Member States of the European Conference of Postal and Telecommunications Administrations (CEPT), totalling 46 countries.

On Thursday 2 June 2005 at the plenary meeting of CERP in Munich (Germany) Belgium has exceptionally been re-elected for a third 3 year term at the Chairmanship of the European Committee on Postal Regulation. The members of CERP, which is undergoing some reorganisation within its working groups, have indeed expressed the wish to continue the term of Chairman granted to Belgium, who is unanimously recognised for his organisation and management qualities of the postal matters at European level. Belgium will also continue its term of the Secretariat of the Committee for the next three years.

Mandate

The CERP is competent in the following matters:

  • Examining the regulatory postal issues in a European context, taking into account the limit changes between the regulatory aspects and the operating aspects in this field
  • Assessing the impact of international policies on all countries of the CEPT and make the necessary contacts with the European Commission for all postal regulation issues by striving to develop a common approach on these issues.
  • Making and keeping regular contacts with bodies and associations concerned by postal regulation issues
  • Expressing proposals and recommendations, when appropriate, on the basis of the results of the Committee works

 

 The Steering Group

 In charge of the management of CERP, its missions are situated at different levels: giving boosts, preparing plenary meetings of CERP, seeing to the harmonious development of the organisation components. It is made up of two Vice-Chairmen and the persons in charge of working groups and Contact Committees. It is coordinated by the Chairman, Mr. Jean-Luc DUTORDOIT. Different Contact Committees have been created :

The Contact Committee CERP – European Commission

This committee enables an exchange of views on fundamental topics such as the implementation of the European Directive concerning the postal sector, the introduction of VAT in the postal sector, the WTO – GATS negotiations, the pre-accession procedure of the countries of Central and Eastern Europe… The coordination is ensured by Mr. Jean-Luc DUTORDOIT.

The Committee “Good regulatory practices”

The objective of this committee is to help the new acceding countries and those who are in the process of accession to the European Union.

The Contact Committee CERP – PostEurop

Created during the preparation of the UPU Congress which took place in Beijing in 1999, his task was to express within a structure representing the operators and the regulators, the positions of each organisation concerning the propositions submitted to Congress and the important issues in order to try to find common positions as far as possible.

Since the end of the Congress, the Contact Committee has become a forum where PostEurop and CERP exchange ideas on the main issues that affect the European postal sector (European directives, WTO – GATS negotiation, PHARE and pre-accession projects, terminal dues). Coordination is ensured by Mr. Bjørn SEEBERG (Norway).

 

 

 

 

 

 

 

The Contact Committee CERP – European Express Association

Recently created, its aim is to analyse the more particular concerns of the private express delivery companies. Coordination is ensured by Mr. Jean-Luc DUTORDOIT.
